The point is not to stop buying; it is to stop treating all tons as equally portable when friction is clearly uneven across markets.

3) Port execution is becoming the visible proof of trade quality.
Once destinations screen harder, execution quality starts earlier than the port gate. License alignment, HS-code discipline, mill paperwork, and shipment sequencing are now part of the commercial decision. Better buyers are protecting margin by making the file cleaner before cargo reaches the terminal, because faster release is increasingly tied to earlier preparation.

Global overcapacity and ongoing trade defenses are not removing China's export relevance, but they are changing where the usable edge sits. For finished-steel buyers, the better move now is a narrower order, a cleaner destination fit, and a faster execution path that can convert quotation into delivered tons with fewer surprises. That is where today's export advantage is becoming real.
